Strategic Function 3: Facilitating Monitoring and Evaluation of Regional Strategic Objectives and Targets

COMESA has a monitoring and evaluation role with respect to implementation of CAADP strategies and targets within its member states. COMESA has a mandate to monitor progress on achieving CAADP objectives within the COMESA region and communicating progress to the continental level institutions i.e AU and NEPAD. A comprehensive continent-wide M&E system for CAADP was developed by the Regional Strategic Analysis and Knowledge Support System (ReSAKSS) under the leadership of NPCA. The CAADP Unit at COMESA works with AUC/NPCA to contribute to rolling out the system. This also ensures that region specific data and information is accurately reflected in the M&E system.

Key activities under the Monitoring and Evaluation strategic function include:
Providing support to country institutions and systems dealing with M&E in the agriculture sector, such as the agricultural statistics departments, to strengthen their capacities in collection and processing of accurate data to feed into the CAADP M&E framework. The Secretariat also provides technical backstopping support at the country level in order to build capacity for M&E among country teams.

Establishment of country Strategic Analysis and Knowledge Support System (SAKKS) nodes is important to provide the necessary M&E data information at country level. COMESA provides the necessary assistance to countries in establishing these nodes. COMESA also works closely with ReSAKSS and AUC/NPCA to develop regional sector performance indicators and disseminate results.
