It focuses on three main issues: a) soil fertility and practices b) enhanced water productivity and sustainable water use, and c) integral elements with regard to land/natural resource use policies and administration. This pillar provides for strategic thinking on evolving thematic issues that include climate change, energy, and HIV/AIDS. The pillar also provides integration with and alignment to issues around pastoralism.

Pillar 2 seeks to increase market access through improved rural infrastructure and other trade-related interventions. Its focus is on strategic value chains with the greatest potential to generate broad-based income growth and create wealth in rural areas and the rest of the economy. The pillar agenda includes policy and regulatory actions, infrastructure development, capacity-building efforts, and partnerships and alliances that could facilitate smallholder-friendly development of agricultural value chains to stimulate poverty-reducing growth across African countries.

Pillar 3: Increasing Food Supply and Reducing Hunger across the Region
Pillar 3 focuses on three strategic areas: a) increasing food supply b) reducing hunger and malnutrition and c) improving responses to food emergencies. Under the broader Framework for African Food Security (FAFS) the pillar provides priority strategies and response to help decision makers identify best practice solutions for addressing hunger and malnutrition, targets the chronically food insecure, and ensures that policies and strategies of other pillars support efforts to reduce and/or eradicate hunger and malnutrition.
